History: (Doom Patrol vol. 1 #117)-A crooked businessman named Decker attempted to swindle a tribe of Mohawks as well as the U.S. government by producing false deeds to half of southern California. The Chief was called in as a government agent to carbon-date the papers, and easily uncovered the fraud. Decker went to jail, but promised he would have revenge on the Chief. He developed the identity of Black Vulture, and upon his release, sought out the Chief. He arrived at Doom Patrol headquarters, and after a long struggle managed to put the team at his mercy. It looked like the long career of the Doom Patrol was about to end at the hands of this obscure villain, but suddenly a tribe of Mohawks barged in and pummeled Black Vulture into submission. While Black Vulture was tracking Chief, White Feather and his Mohawks were tracking the villain. The Black Vulture was returned to prison and has not been heard from since.
