Powers: Bluebird wore body armor and was armed with an electric rifle and wore boots with grappling hooks on the soles. She was a skilled and acrobatic hand-to-hand combatant.
History: (Batman II #25) - Siblings Harper and Cullen Row lived with their abusive father Marcus Row. When the Riddler blacked out Gotham City after a terrorist attack Marcus told his children he was leaving them to themselves while he went to a bar with friends. Harper chided her father for not fixing the lights, reminding him Cullen was scared of the dark. They argued with Marcus saying he wanted his son to man up and Harper wanting to know why they couldn’t just live with their mother if he had no interest in taking care of them. After Marcus left Harper comforted her brother, reminding him that the dark was only scary because of the unknown, and he know his sister was there for him. She told Cullen he was brave and inspired him talking about all the heroes that were in the world like Batman and Superman. Harper used a book on circuits she’d checked out from the library to wire Cullen’s lamp, and no longer afraid, he told her she could turn it off. Cullen remarked that he was pretty sure Harper was smarter than their dad, and she replied that she knew she was.
(Batman II #29) - Superstorm Rene was set to hit Gotham City, and Lt. Gordon and the GCPD evacuated the Narrows. Harper and Cullen were put on a bus and wondered when they’d see their home again.
(Batman II #28) - To gain entry into The Egyptian nightclub Harper Row let herself get caught by security forces after curfew and gave them the passcode “Midnight in Gotham is the Bee’s Knees.” They brought her to the Egyptian, where she pleaded to see the boss of New Gotham, saying her brother was infected. Club management pointed out that he passcode was days out of date and called security to rough her up. Batman had followed her and took care of security. She changed into her Bluebird identify and she and Batman went looking for the boss, with Julia Pennyworth providing OPSEC from the Batcave. They evacuated guests with smokebombs and fought security until Selina Kyle greeted them as the new boss of Gotham. She said she saved the Gotham underworld from itself, and no one else was going to do it so she put herself in charge of New Gotham. Batman said he wanted to see the key to saving Gotham, and Selina responded that he could have just asked nicely since they had a history. Batman retorted that there was no longer a connection between them if this is what she chose to make of her life. Selina choked Batman with her whip for his impudence until Bluebird aimed her electric rifle at Selina, who admitted she liked Bluebird’s bravado. Selina led them to a safe and unlocked it, introducing them to Stephanie Brown, the spoiler, who she said could save Gotham from what was coming next.
