Powers: Bolt's costume contained sophisticated micro-circuitry that gave him a number of powers. His gloves generated energy bursts resembling lightning, and these blasts were capable of leveling buildings. Bolt could fly great distances at a moderate speed, and could teleport both great and short distances instantaneously.History: (Blue Devil #6-9)-There are many superhuman assassins in the world today, but few are as mysterious as the man named Bolt. It is unclear just how he is contacted or what his fees are, but it is known that Bolt and the mercenary Deadline share places at the top of the pay scale. Once contacted Bolt either accepts or declines a job, according to his personal preference. He will quit a job if he believes an employer to be lying to him, but he will remain loyal to a trusted employer even if captured. His usual modus operendi is to teleport to the location of the hit, electrocute his victim, and teleport away, all in the span of a minute. His first big hit was the supervillain known as Trickster I. During this hit he first met Blue Devil, who foiled the job. Bolt has had many battles with Blue Devil since their initial meeting, usually ending in stalemate.
Bolt later clashed with Firestorm, Captain Atom and Starman VI. Starman is the only hero to apprehend Bolt, although the captivity was short-lived. Unlike most costumed villains, Bolt does not seem particularly interested in avenging himself against any of the heroes he has fought. Bolt is content to take job after job, using the money to finance his technological research.
(Resurrection Man #6) - The Lab was offering a hefty fee to have Resurrection Man returned to them, and after the Body Doubles captured Resurrection Man, Bolt and his partner Chiller started trailing the Doubles to claim the bounty for their own. Bolt and Chiller followed them to a mob safe house, but as they entered the Doubles set a bomb and fled. Bolt and Chiller were caught in the ensuing explosion.
(Chase #2, 3) - While in prison Bolt was once again recruited by Amanda Waller for the Suicide Squad. The Squad was supposed to accompany D.E.O. agent Chase to Peru and destroy the remains of the Construct’s Temple. Before reaching the Temple Bolt created a jammer to prevent Waller from observing the Squad’s actions, and his teammate Copperhead pushed Chase off a cliff. The Squad then met up with Copperhead’s friend Sergei Yurskelyov and were flown off to Russia.
(Formerly Known as the Justice League #4) - Nevada; Bolt went to Roulette's House to attend one of her gladiatorial contests. He was among the crowd of villains that watched members of the Super Buddies forced to fight each other.
(Outsiders III #6) - The Slab, Bolt and his fellow inmates were offered transport to freedom as long as they helped Brother Blood fend off attacks while he used the Slab's GPS system to activate his cultist sleeper agents. The alternative was death if the prisoners failed to protect him. Bolt and the other prisoners couldn't stop the Outsiders from foiling Blood's plans, but in the chaos Psimon led Bolt and the others on a jailbreak, and after reaching Blood's transports they escaped scott free.
(Identity Crisis #1) - Opal City; Calculator informed Bolt that street punks Benny Addison and Trey Williams had Lex Luthor’s battlesuit for sale, and Bolt arranged a meeting with them. Bolt tried intimidating them into giving him the suit at no charge, but they panicked and shot him. Trey felt bad about what they had done, and called an ambulance for Bolt.
