Powers: Rivers was an expert in pirate lore and navigation. He had a pirate ship and crew at his disposal. He was armed with a cutlass and a firearm.

History: (Police Comics #90) – Brainy Rivers was taken down by Plastic Man, but managed to hide the money from a recent job before going to jail. In prison he became obsessed with pirate lore, an when he was release he renamed himself Captain Rivers and told his gang they were going to be pirates aboard a ship he’d bought with his hidden loot. They raided the Mary Scott and stole the diamonds aboard, catching the crew off guard with their pirate routine. They slaughtered the crew, but one man got a message to shore asking for help. Plastic Man investigated the looting, and after overhearing Rivers’ wharf crew discussing the John Browd, their next target, he got a job aboard the ship. Rivers and his crew tried to board the Browd, but Plas stopped them. On Rivers ship he allowed himself to be captured so he could find where Rivers had the diamonds hidden on his boat. Once Rivers tipped his hand, Plas rounded up Rivers and his crew. Rivers was sent to jail and spent his free time making sailboats and pirate hats out of newspaper.

In the pre-Crisis DC Universe Captain Rivers lived on Earth-2. Rivers, like most characters from the golden age Plastic Man stories, may or may not be a part of post-Crisis DC continuity.

Rivers was originally a Quality Comics character, which DC obtained the rights to in 1956.
