History: (Judge Dredd #5, 6, 8) - In 1944 the Piturian Empire sent the Ceroptians to Earth to find new weaponry that would help them conquer resisting planets. The Ceroptians met with US President FDR during the height of WWII, and traded him atom bomb technology in exchange for vials of leprosy. The Ceroptians agreed to continue trading weapons in the future, and the Piturian Empire used leprosy as a biological weapon to commit genocide on dissenting species. In 2045 the Ceroptians returned to Earth, finding it had changed, becoming a dystopian society. They landed at the White House only to find President Frankowski in charge, and Ceroptian Dougie realized they hadn't done their research about the lifespan of humans. Frankowski said he'd honor their agreement, especially when they produced a psi-ballistic vaporizer that was aimed and fired by thought, but he said he was under immense pressure from his political rival Judge Fargo, who'd dissolved the judiciary branch, and the Ministry of Fear, a group of deadly vigilantes. The Ceroptians made it clear they were traders, not personal soldiers, and Frankowski lit a cigarette to calm his nerves. He explained that smoking was a deadly habit, and they traded him their weaponry for a number of cartons of cigarettes, intending to synthesize the carcinogens to make them more deadly and drop them on enemy troops for consumption., They thanked the President for his service to the empire before flying off.
