Powers: Charger could absorb and discharge massive amounts of electricity and had mental abilities, such as the power to make a target or targets see illusions.

History: (Adventures of Superman #430) - Charger and Deuce answered an ad in the Voice to join the Fearsome Five, but they had their own agenda, to kill Superman for revenge against Superman for the accidental death of Prana of the Circle. The Fearsome Five robbed the Metropolis diamond expo, and defeated Superman. Charger and Deuce wanted to murder Superman, but their teammates reminded them they were crooks not assassins. They next robbed the charity cruise aboard the Augustus Mandrell, and once again defeated Supes, who was distracted by issues in his personal life. Charger tipped off Superman to the Five's location so he could finish off the hero, but the newly confident Superman defeated the Five.

(Adventures of Superman #435) - The Circle ended their vendetta against Superman, and Charger freed Concussion from prison to join the others. They tried to coerce Superman with mental attacks and hallucinations to help them return to the stars. Superman fought off their attacks and told them they should have just asked for help in the first place. With that he leant his power to the Circle and they left Earth.

The Circle's appearances stated they were precursors of humanity, but they later said they needed to return to the stars. So were they a terrestrial subspecies or extraterrestrials that were stranded on Earth? Who knows.
