Powers: Clancy was a semi-competent police officer.

History: (Leading Comics #1) - Clancy patrolled on a cold winter day, and tried to keep moving to stay warm. He warned some kids with a bobsled that the hill they were on was too dangerous. Nonetheless he tried to show off by using the bobsled, telling the kids he was a former sledding champion. Clancy lost control on the hill, but crashed into some robbers, and was seen as a hero.
