PowersThe Clock Maker was armed with a scythe, and booby-trapped clocks containing explosives, poison darts, and poison gas. The Clock Maker was mentally ill, and obsessed with time.

History(Batman I #6) - Brock was an accomplished clock maker who went mad, becoming obsessed with time. He began keeping a large hour-glass and scythe in his workshop, and thought of himself as the personification of Father Time. The Hobbs Clock Company stockholders visited his shop, and when one of them made an off-hand comment about killing time Brock flipped out and accused them all of being murderers, driving them from his shop. Stockholder Atkins wanted to own the business outright, and planned to use the Clock Maker to kill the others. He played on his delusions, and easily convinced him his partners should die for how they treated time. He constructed booby-trapped clocks, and began knocking off the stockholders. Batman investigated, and when he confronted the villains the Clock Maker realized he'd been used, and killed Atkins with his scythe. He vowed to blow up the giant clock tower of Hobbs to demonstrate the power of time, and Batman and Robin rushed into action. During the struggle the Clock Maker fell from the clock tower to his death. The heroes managed to keep the tower from blowing up, and Batman commented that the Clock Maker did have a point, killing time kept humanity from progressing.
