Powers: Crazy Quilt's helmet was directly fused to his optic nerves, giving him enhanced vision. The helmet was also capable of projecting concentrated beams of light in various colors.

History: Dekker was a painter who hid clues in his work to assist his underworld associates in crimes. During a mishap one of his henchmen shot a gun near his eyes, blinding him. Dekker was sent to prison, and volunteered for an experiment that could restore his sight. A helmet was attached to his optic nerves, and he was cured, but it also gave him light-based powers and soon drove him mad. He created the costumed identity of Crazy Quilt and returned to a life of crime.

(Batman I #316) - Weeks before his release from prison Crazy Quilt learned that his eyesight was deteriorating due to the previous experimental surgery he’d undergone, and he would soon be blind. Resuming his criminal career once he was released he hired an arsonist to set fire to Gotham Community Hospital and stole an experimental laser surgical tool from S.T.A.R. Labs. Quilt and his gang confronted Gotham Community Hospital doctor Norman Dexter, demanding he do surgery to restore Quilt’s eyesight or else Quilt would hire another arsonist and burn his hospital to the ground. Batman and Robin learned that Dexter was missing, and deduced that Quilt was responsible. Dexter performed the surgery while the Dynamic Duo made their way through boobytraps Quilt set at the hospital, including colored flares and a hypnotic color wheel. Quilt was thrilled that the surgery was a success, and turned his color-helmet on the heroes, but Robin used a reflective surgery tray to reflect its’ colored beams back into Quilt’s eyes. Quilt realized he was blind and shot a handgun at Batman and Robin until his clip was empty. He’d failed to hit them even once, and begged for death.

(JLA #34) - Mageddon approached Earth, and sent a remote sender to Belle Reve prison, where drove Crazy Quilt and the other prisoners berserk with rage, sparking off a riot. The JLA quelled the riot.

(Formerly Known as the Justice League #3, 4) - Nevada; Crazy Quilt went to Roulette's House to attend one of her gladiatorial contests. He was among the crowd of villains that watched members of the Super Buddies forced to fight each other.

In the pre-Crisis on Infinite Earths DCU there were separate versions of Crazy Quilt on Earth-1 and Earth-2.
