Powers: Dr. Spectro's costume was a prism projector capable of casting illusions. He could also focus individual beams of color that affected people's emotions.History: Thomas Emery was recruited by General Wade Eiling to portray the supervillain Dr. Spectro. Eiling needed a cover for his Captain Atom project, and used Spectro's "villainy" as a rationale for creating a new superhero.
(JLA #18) - Julian September unhinged the universe s laws of probability with his engine of chance, briefly warping history so that everything worked in his favor. He became President and Spectro was one of seven villains that independently came up with the plan to kidnap him. Spectro fought with the other villains, and they were all foiled by the JLA.
(JLA #34) - Mageddon approached Earth, and sent a remote sender to Belle Reve prison, where drove Dr. Spectro and the other prisoners berserk with rage, sparking off a riot. The JLA quelled the riot.
(JSA #28) - Nevada; Spectro went to Roulette's House to attend one of her gladiatorial contests. He was among the crowd of villains that watched members of the JSA forced to fight each other.
(Formerly Known as the Justice League #3) - Roulette s House, Nevada; Spectro was among the crowd of villains that watched members of the Super Buddies forced to fight each other.
(Superman / Batman #3) - Spectro and a number of other supervillains attempted to collect the billion dollar bounty President Luthor placed on Superman s head but failed.
