Powers: Electrocutioner wore a suit with circuitry that let him generate electricity from his hands. Electrocutioner controlled the amount of electricity generated, and could stun or kill a target with it.History: Lester's brother was the original Electrocutioner, an extreme vigilante, and after his death he took the suit and identity to make a name for himself as a petty criminal.
(Identity Crisis #2) - Electrocutioner attended one of the supervillain community's semi-regular gatherings at the Injustice Gang's old satellite headquarters.
(Enginehead #2, 3, 5, 6) - Human trafficker Arturo Lapaglia employed Electrocutioner to protect his operation. Engine head was investigating Arturo's crimes, and after defeating Electrocutioner dismantled his entire operation. Arturo's investor Dr. Grass, visited Electrocutioner in the hospital, blaming him for costing him a fortune. Grass told Electrocutioner he owned him, and Electrocutioner told him to take his anger out on Enginehead. Grass met with Enginehead's creator the Mechanic, learned that he'd made Enginehead to fix the flaw of humanity, and decided they could save the world together combining the power of plant and machine. They rebuilt Electrocutioner as a cyborg and sent him after Enginehead. By the time Electrocutioner caught up with him he'd already battled the Metal Men and JLA before sacrificing part of himself to build Irontown, a new kind of engine and home for the disaffected of the world. Electrocutioner was disappointed he missed all the action.
(Justice League of America II #1 (fb, BTS), 2-4) - Plastique and Electrocutioner teamed up, and named themselves the Bomb Squad, feeling that the name would lent them credibility as a threat. The Bomb Squad were hired for a hit on Senator Godfrey, and to get past the senator's power scanners they needed to temporarily lose their powers. They went to see Parasite, who provided just such a service for the supervillain community. Parasite shanghaied them to work for Solomon Grundy, who attached Starros to their neck, mind controlling them. Grundy was assembling a new Amazo android to serve as his new immortal body, and needed the Bomb Squad gather components for him. They stole the Tantu Totem from Vixen, and returned to Grundy. Professor Ivo transplanted the Totem into Red Tornado's stolen body when Black Canary, Arsenal and Green Lantern, who were tracking Red Tornado, attacked the villains. Ivo unleashed a number of other Tornado androids on them while the Bomb Squad brought Red Tornado's body to a sublevel of Ivo's hq so he could complete the armor. The entire Justice League assembled to battle the villains, and removed the Starros from the Bomb Squad. The League defeated Grundy and Ivo.

Doctor Grass referred to Electrocutioner as Kamen in the Enginehead series. This could be an alias of Lester Buchinsky, or the Electrocutioner in Enginehead could have been another criminal who'd usurped the original Electrocutioner's tech. There was never a mention of Electrocutioer being transformed into a cyborg after the Enginehead series, adding weight to the idea that it was not Buchinsky.
