Powers: Flare wielded a pyro-pistol that shot a chemical capable of setting anything on fire, including metal and stone.

History: (Sensation Comics I #70) - Flare was hired by the Gimbo Gang to destroy the evidence against them. Tommy Rogers and D.A. Rogers were carrying a briefcase of evidence against the Gimbos, so Flare set the briefcase on fire. Tommy threw the evidence into a fishpond to save it, and the Flare threatened to kill his father if he didn’t retrieve it. Tommy went underwater and changed into Little Boy Blue. He and the Blue Boys attacked the Flare, but the villain defeated them, threw them into an open sewer, and set it on fire. Flare and his thugs then went to rob the  High-Top Club, setting off smoke bombs to give the illusion of a fire, and then dressing as firemen so they had full access to the club. The Blue Boys, having escaped their deathtrap, escaped and knocked out Flare with the pressure from a fire hose.
