History: 

(Green Lantern IV #12) - Flicker was present for a gathering of bounty hunters, intergalactic and Earthbound that took place six hundred feet under Thames. He met with Loragg, who d placed a bounty on Green lantern Hal Jordan on orders from his master. Flicer asked for twice the rate, and Loragg told him he d been chasing his tail since the Justice league put his slave ring out of business. Flicker tried to attack Hunger Dog, who d gotten the job of taking out Hal, but he was soundly beaten.
