PowersFliptop wore a hinged toupee that concealed a weapons cache, including a blackjack, an acetylene torch and a mobile phone.

History(DC Comics Presents #39) - Fliptop and his boss Dollface were intent on stealing from the Acme City Toymakers Expo when they discovered that reformed Superman villain Toyman’s toy, Waldo, the Wind-Up Woofer, barked at a frequency that unlocked a nearby vault. The villains stole Toyman’s toy to go for the score, and he was furious at anyone touching his toys and tracked them down. They all decided to team up and split the vault’s loot. Superman and Plastic Man responded, and easily handled the bad guys.

Fliptop, like all of Plastic Man's Adventure Comics villains, was a parody of the grotesque villains in Dick Tracy. Fliptop seems to be a play on Tracy villain Flattop.
