Powers: Folded Man's suit allowed him to travel between 2-D, 3-D and 4-D space at will. While in 2-D he was flatter than paper, and while in 4-D he could phase through solid objects.

History: Edwin Gauss was M.I.T.'s youngest graduate, and his lifelong dream was to finish Einstein's Unified Field Theory. To this end he stole software from Norman Bridges and created a suit that could traverse time and space. As the Folded Man he had confrontations with both Flash II who wanted to bring him to justice and Bridges who wanted to reclaim the tech that made Folded Ma's suit work.

(Flash II #183) - Folded Man attended one of the Network’s sales of black-market merchandise.

(Flash II #208) - Folded Man started serving time at Iron Heights penitentiary.

(Flash II #217) - Mirror Master broke Folded Man an a number of other Rogues out of Iron Heights. Folded Man opened a hole in 4-D space so the Rogues could create Avernus, a hidden graveyard for supervillains. Folded Man and the Rogues held a funeral for Captain Boomerang in Avernus.

I assume Folded Man ended up at Iron Heights after a number of Network boosters clashed with the Flash and the citizens of Keystone City in Flash II #188
