Powers: Frank owned a private observatory and a starscope that collected starlight energy from the Polaris star. He also had a remote-control helmet that let him operate the starscope.

History: (DC Comics Presents #11) - Frank was a small-time hood who was taken in by Hawkman. Once he got out of jail he vowed revenge, and things started to fall into place when his brother Harry, who’d never given up on him, died and willed him his private observatory and scientific notes. Harry had built a starscope that collected energy from the Polaris star, and realized that he could use Polaris infusions to give Hawkman superstrength. He later dismissed the idea of helping Hawkman because he’d realized how unstable Polaris energy was. Frank contacted Hawkman, telling him he could give him superstrength, and luring him to the observatory. By infusing Hawkman with Polaris starlight he could mentally control Hawkman with his remote-control starscope helmet. Before Hawkman lost control he alerted a blue jay, and sent it to find Superman. The unstable Polaris energy could cause Hawkman to explode if he struck an invulnerable object, so Frank sent him after Superman. They battled briefly as a test before Frank recalled Hawkman and infused him with enough Polaris starlight to make him explode. The blue jay found Superman, and he took the problem head on, confronting Hawkman, and dodging his blow, but creating a phosphorescent light show so Rayles would think Hawkman was dead and remove the remote-controlled helmet. The heroes then defeated Rayles.
