(DC One Million #2, JLA #24-26) – An inoperable brain tumor drove Eiling mad. With China and the Middle East developing superhuman teams, General Eiling convinced the President that the new arms race dealt with superhumans. He formed the Ultramarine Corps, four marines injected with a synthesized metagene. With the JLA trapped in the 853rd century and the Hourman Virus spreading across Earth, General Eiling asked the President to deploy the Ultramarine Corps on their first mission. The President decided the time was not yet right for the Corps. Eiling sent Warmaker One deep undersea to recover the body of Shaggy Man, never telling him the reason for the mission. This tripped a JLA distress signal, and Aquaman and Green Lantern tried to stop Warmaker, but were defeated. Eiling called a press conference to announce the Ultramarines to the world. He then ordered them to Phoenix, Arizona, and lured in the JLA with reports of an alien invasion. The Corps were ordered to execute the JLA, whom Eiling claimed might help hostile nations because they were global peacekeepers and not national ones. The President told Eiling to call off the attack, but Eiling told him it was a military coup. Eiling used the synthesized metagene to transfer his consciousness into the indestructible body of Shaggy Man, and dubbed himself the General. He planned to launch a nuclear attack, blame Saddam Hussein, and take over reins of the country. The JLA had already convinced the Ultramarines that he was mad, and they teamed up to battle him. Although they couldn’t defeat him, they transported the General millions of miles into uninhabited deep space.
(JLA #34, 36-39) - To avenge his last humiliating defeat at the hands of the JLA, Lex Luthor formed the New Injustice Gang. He sent Queen Bee in her starship ro rescue the General from exile and offer him a spot on the team. The Gang chose a time to strike when the JLA’s resources were spread thin, and during a Belle Reve prison riot Prometheus had minor crook Red Dart steal Lantern’s ring, and Prometheus tinkered with it before allowing Green Lantern to recover it. The Gang attacked the JLA Watchtower, getting the drop on the JLA because they entered via Prometheus’ Still Zone. They attacked the heroes and set off massive explosions that damaged the Watchtower. The fight went against the JLA, and as the doomsday weapon Mageddon approached Earth it pout the Injustice Gang in its thrall to keep the heroes from saving Earth. The JLA pushed the General back into the Still Zone, and Orion defeated General by having his hound Sturmer push the General into the anti-infinity outside of Still Zone space.
(JSA #77) - The General went to Fort Hood looking for his old commander, who’d testified against him at his trial. He went on a tear through the fort until Green Lantern Hal Jordan subdued him.
