History:
(Action Comics I #11) - Clark Kent gave George Taylor a scoop on the crooked stockbrokers Bronson and Meeks going bankrupt after someone destroyed their oil well, and Taylor suspected it was the handiwork of Superman.
(Action Comics I #16) - Superman saved a suicidal man from hanging himself from a tree, and he explained that he'd stolen from his employer and lost all the money on gambling. Superman told him to turn himself in, saying it was better than losing his life, and he kept thinking about the corruptive powers of gambling. Clark went to editor Taylor, offering to do an investigative report on gambling, knowing someone in city hall was keeping the bigger operations in business. Clark exposed the police commissioner of taking bribes from the heads of gambling, and physically busted apart every gambling house in Metropolis.
