Powers: The Green Vulture was psychotic, violent, and addicted to drugs.

History: (Batman I #676) - A mentally ill man decided to become Gotham City’s latest supervillain, putting on a homemade costume and calling himself the Green Vulture. He did a bunch of drugs and abducted a rich couple and their son, driving their car at high speeds down Gotham streets. He rambled to his abductees about leaving crazy clues behind for the police, starting a bodycount and attracting psychopath groupies. Batman and Robin drove the Batmbobile in front of him, causing him to crash. Green Vulture asked them to beat him, and Robin told him he was embarrassing himself and clearly unwell.
