History: (Stars and S.T.R.I.P.E. #0, Secret Origins of Super-Villains 80-Page Giant #1) - Cameron Makent was born a mutant due to his father Joar Makent's prolonged exposure to the cold ray gun he used as the Icicle. His mother Annie MacDonald died of hypothermia giving birth to him, and his father formed an instant hatred toward his child and put him in foster care. Cameron never actually met his father, who preferred to keep his distance from Cam. As a youth Cam was tormented because of his albino appearance, and after two bullies beat him he unleashed his powers and froze them to death. After this experience Cam learned that killing came easy to him.
(Infinity, Inc. #34, 35) - Icicle II made his first public appearance as a member of Injustice, Unlimited, taking prisoner the businessmen attending an international trade conference in Calgary, Canada and holding them for ransom. Infinity, Inc. and the Global Guardians were both present, but conceded defeat after Hourman II and Icemaiden were taken hostage. Injustice, Unlimited's leader the Wizard hypnotized Icemaiden into becoming Icicle's lover, and the pair were sent to Greenland to recruit Solomon Grundy for the team. The plan went awry when Grundy beat Icicle unconscious, and Infinity, Inc. member Jade showed up to capture Icicle and rescue Icemaiden. Injustice, Unlimited was defeated soon after, but Icicle managed to escape and go into hiding.
(Stars and S.T.R.I.P.E. #0) - Icicle attempted to steal some polar bears for his hideout from the Opal City Zoo. He was thwarted by Starman VIII, Star-Spangled Kid II and S.T.R.I.P.E.
(DCU Holiday Bash #3) - Icicle spent the holiday season with his fellow inmates in the Slab.
(Secret Origins of Super-Villains 80-Page Giant #1) - Icicle was freed from his cell in the Slab by Johnny Sorrow, who told Icicle he’d once saved his fathers’ life. Icicle told Sorrow he had no love for his late father, but showed interest when Sorrow invited him to join the Injustice Society.
(JSA #9, 10) - Icicle and the Injustice Society broke into JSA Headquarters while the only hero at home was Wildcat I. Wildcat single-handedly defeated the Society, but afterwards Johnny Sorrow teleported his team to safety.
(JSA #16, 17) - Johnny Sorrow split the Injustice Society into small teams and had them attack various JSA members. Icicle, Shiv and Tigress assaulted JSA headquarters but were defeated by Star-Spangled Kid II.
(JSA #33-37) - The Ultra-Humanite used Johnny Thunder’s Thunderbolt to conquer the world, and imprisoned Icicle and virtually every other superhuman on Earth in stasis tubes, only reviving them when he needed mind-controlled slaves to serve in his personal guard the Thunderfront. Icicle escaped imprisonment and broke his teammate Geomancer out of his stasis tube. Geomancer died due to a fail-safe in the tubes, so Icicle then freed Sand, hoping his silicoid form would survive, and preferring to lose an enemy rather than another ally. Together they located a ragtag version of the JSA that had also escaped Humanite’s control. The JSA were suspicious of Icicle, but the situation being so dire, they allowed him to join them as they targeted the Mindsweepers who unwillingly aided Humanite in controlling the Thunderfront. After a battle with the Thunderfront the JSA used a device that disrupted the braincaps Humanite used to control the Mindsweepers and Thunderfront, leaving them unconscious but freed from Humanite’s mental domination. Icicle and the JSA grounded the Thunderbolt with a lightyning rod, taking away Humanite’s source of power. Icicle and the heroes learned that Humanite was remotely controlling Johnny Thunder, and Sand and Icicle located Humanite. Icicle wanted to kill him, but Sand vehemently disagreed with this idea, and the two fought until Crimson Avenger II showed up and killed the Humanite with her cursed guns. Icicle was returned to prison, but Sand offered him membership in the JSA when he was released. Icicle reminded him he was already a member of the Injustice Society, and promised to kill Sand the next time they met.
(JSA All-Stars #1) - Sand and the D.E.O. were transporting Icicle to jail when Sand told him how impressed he was that Icicle helped the JSA, and that he would be willing to give Icicle his freedom if he turned his back on crime. Icicle flatly refused stating that he just wasn’t a good person. The Injustice Society freed Icicle, at which time the JSA appeared on the scene and the teams fought. Under orders from the Injustice Society’s new leader Legacy (Wizard) they used arcane devices created by Legacy to transport the founding members of the JSA to a prison in a pocket dimension, then Legacy teleported the Injustice Society to safety.
(Superman / Batman #3) - Icicle, along with a number of other supervillains, attempted to collect the billion dollar bounty President Luthor placed on Superman’s head but failed.
