Powers: Lightning had control over lightning and could generate bolts of electricity from his hands. He shared a psychic connection with his brother Thunder.

History: Tavis and Gan Williams were Siamese twins born of a Vietnamese woman and alien Walter Williams, who had disguised himself as a U.S. soldier. A Hsuan wise man named Chan Ti magically separated the twins, but discovered their superhuman powers and determined that the powers would one day kill the children. Now named Thunder and Lightning the twins sought out their father in hopes of curing their fatal condition. With the help of the Teen Titans they discovered Walter Williams, who had been brainwashed by H.I.V.E., and were forced to kill him. A blood transfusion from Walter cured the twins of their condition.

(Villains United: Infinite Crisis Special #1) - When the Society broke out virtually every incarcerated supervillain around the world Martian Manhunter sent a telepathic S.O.S. asking every available hero to stop the breakouts, and Thunder and Lightning were among the heroes who responded. They tried to return escaped prisoners to Vung Tau in Vietnam, but were defeated by the League of Assassins.
