PowersMilitia was crippled, but wore exo-armor that allowed him to move and granted him superhuman strength, durability, and flight using a rocket-pack. His power levels were dependant on a satellite power. He had numerous firearms in his gauntlets and he traveled in a military plane.

History: (Guy Gardner: Warrior #17 (fb), 19 (fb)) - The paraplegic Mace seemingly committed suicide, and his father died shortly thereafter. In reality he’d agreed to become a test subject for Quorum, who faked his death and outfitted him with exo-armor that let him move again. 

(Guy Gardner: Warrior #17) - The Quorum spent hundreds of millions of dollars to recreate Mace as the cyborg Militia, and tasked him with carrying out their vision of vigilante justice. Militia destroyed many criminals that the Quorum knew superheroes would never kill, but he was single-minded in his hate of his brother, and wanted an excuse to kill Guy Gardner. Militia was given the job of assassinating Guy after the hero’d seemingly taken a life, but the real culprit was an alien duplicate. Militia confronted Guy in Baltimore and furiously attacked him, refusing to even consider that Guy was innocent. He spouted bravado about going hunting and being the reaper man, but Militia’s equipment cut out during the fight, and when the battle ended up on the highway Militia was hit by a truck. As the truck carried Militia off into the night he promised to finish what he started with Guy. 

(Guy Gardner: Warrior #18, 19) - Militia threw a fit when he returned to Quorum hq, angered that his external power source lost its signal during the fight with Guy. When he started tearing up the building and attacking his Quorum teammates his handler Honey shut down the power to his circuitry so he could cool off. Militia promised to be good, so Honey powered him back up, and he was given another shot at Gardner, confronting him in the Artic as he was trying to make-up with his girlfriend Ice. They fought, and Militia revealed his identity as Guy’s brother and explained his origins. Guy’s ring powered up, creating a massive explosion that destroyed Militia’s armor. Quorum decided to abandon Militia instead of performing an evac, and Militia bemoaned that he should have been the hero that Guy was.
