History: Quisp spent time on Earth as Aquaman's ally.

(JLA #30, 31) - Quisp looked in on Earth and saw that his old friend Aquaman had adopted a darker look and attitude. Quisp followed suit, adopting the grim and gritty identity of Qwsp. He orchestrated a battle between 5th Dimensional genie princes Thunderbolt and Lkz. Their battle on Earth threatened to destroy the planet and send the 5th Dimension into chaos. Captain Marvel and Green Lantern confronted Qwsp in the 5th Dimension and he easily dispatched them before traveling to Earth to observe his handiwork. The JLA and JSA had teamed up to oppose him, and Qwsp told them that if they provided enough drama and excitement he might back off. He wanted to be their greatest enemy, and killed JSAer Wildcat, exploding his heart and claiming one of his nine lives. Representatives of the 5th Dimension arrested Qwsp, because only mischief was allowed in the 3rd Dimension, and he’d gone way past that. They sentenced him to infinities in an 8-D maze, and Thunderbolt and Lkz ended their war by agreeing to merge into a combined entity.

(JSA #78 (BTS), 79 (BTS), 80) - When the Spectre banished J.J. Thunder and the Thunderbolt to the 5th Dimension they shattered Qwsp’s prison. Since his imprisonment Qwsp thought of nothing but vengeance against them and the entire 5th Dimension, so he possessed J.J., and with an army of loyal hounds waged war on the 5th Dimension. He razed much of the Dimension and casualties were high, with only Thunderbolt, Shocko, Peachy Pet and Saradin resisting him. JSAers looking for J.J. arrived in the 5th Dimension and joined the resistance against Qwsp. The war ended when Saradin separated Qwsp from J.J. and bound Qwsp to his service, imprisoning him in a vial of his life’s blood that hung from his neck.
