History: (Star Spangled Comics I #2) -Businessman Edmond Penton disguised himself as a humpbacked beggar to assemble the Ring of Rags, a collection of thuggish homeless. The Ring had a begging network, and assembled a fortune plying their trade. Penton wanted to use the ring to force Sue Rollins to marry him, so he had them kidnap her so he could "rescue" her and appear to be a hero. His scheme was thwarted by mysterymen Star-Spangled Kid and Stripesy, who defeated the Ring and freed Sue. Penton confronted Sue when she met with he fiance Bob Fontaine. He reminded Sue that he'd helped her dad out of financial straights and demanded that she marry him. The heroes didn't like to see a woman bullied, so they tied Penton up and played jump-rope using his body to humiliate him. Sue was kidnapped by the Ring of Rags again, and the Kid realized that their king was Penton in disguise. They thrashed the bums, and the lovers were freed to live their own life.
