Vandal couldn’t guess that Omen chose villains she knew would not get along in the long run. Savage assembled Siren, Gorilla Grodd, Red Panzer, Lady Vic and Cheshire as Tartarus, named for the underworld prison that held the Titans of Myth. He promised Tartarus an opportunity to control mankind’s destiny.
