Powers: Tiger Moth was an experienced criminal armed with firearms.

History: (Batman I #181) - Femme fatales Dragon Fly, Silken Spider and tiger Moth became infamous as public enemies 1, 2 and 3. Poison Ivy disputed their notoriety because she was a successful criminals, but left behind no evidence as to her identity. She sent catty notes to the villainesses challenging them to prove who the real public enemy no. 1 was, and they descended on her mansion with their gangs before rumbling against each other. Ivy had also invited Batman, who mopped up their goons, forcing the villainesses to flee. Poison Ivy dangled a crown before them, telling them it belonged to the best crook of the three. All three reached for it, but it gave them an electrical shock that left them unconscious, and they were sent to jail.

(Batman I #670) - Talia al Ghul hired Dragon Fly, Silken Spider and Tiger Moth to cause a distraction at a Gotham ball so she could pull off an retrieval. The trio talked about the good old days and which one of them was really Public Enemy No. 1 and Talia asked themes to try not to come across as has-beens. The women shot up the ball, with tiger Moth getting agitated when one man catcalled her and gunned him down. Batman put Dragon Fly and Tiger Moth to sleep with gas, and Silken Spider told him he was a fool if he thought they’d returned to a life of crime for Talia. She said they were going it for the greatest criminal of all, Ra’s al Ghul, and assured Batman his old enemy was alive and well.

(Nightwing II #138, Detective Comics I #838) - The resurrected Ra’s body was crumbling, and he planned to put his essence into his grandson Damian Wayne, who’d fled to Gotham City. Talia sent Dragonfly, spider and Moth to Wayne Manor to keep him safe. Ra’s had already sent his League of Assassins to storm Wayne Manor, and the three criminals were curious about the manor’s connection to Batman. Batman sent Nightwing to protect Damian, and although he didn’t know who Dragonfly and company were working for he had no time for them and put them out with sleeping gas. Nightwing, Robin, Damian and Alfred Pennyworth valiantly fought the ninjas, and their battle led to the Batrcave. Dragonfly and company revived and were very interested to discover the Batcave under Wayne Manor. They started gunning down the ninjas, but were struck down by poisoned darts. The ninjas grabbed Robin and Damian, but Nightwing couldn’t pursue them because he had to save Dragonfly and her friends lives. He whipped up an antidote in the Batcave and administered it to them. Nightwing dropped Dragonfly, Silken Spider and Tiger Moth off at an asylum. Although he’d saved them from dying the poison in their systems left their minds permanently damaged.
