Powers: Tobias possessed peak human strength, was a criminal mastermind and commanded a gang of henchmen. Tobias was an albino, but had better vision than most albinos because he was born with some eye pigmentation.

History: Tobias Whale started his criminal career as a youth, and after some years he moved his way up the underworld ranks to become leader of The 100. When Jefferson Pierce spoke out against The 100's drug dealing in his neighborhood Tobias had his henchmen kill one of Pierece's students. When Pierce took the identity of Black Lightning he and Whale became arch-enemies. Whale was eventually defeated and sent to prison.

After escaping prison Tobias learned that Violet Harper had in her possession a formula for an easily manufactured and highly addictive drug. His underling Syonide II killed Harper but failed to fid the formula. Harper was resurrected as Halo, and Tobias continued to hound her because he mistakenly believed she had the drug formula memorized.
