History: Toy was a supervillain invited to join Mr. Nobody's New Brotherhood of Dada. She showed up late, after the Brotherhood had lost to the Doom patrol and the U.S. government had destroyed Mr. Nobody.

(Doom Patrol V #10, 11) - Toy was invited to join Mr. Nobody, now calling himself Mr. Somebody, in forming a met human team named the Front Men. She arrived late, as usual, and Somebody strapped her to a chair, explained that he was severing all ties to his counter-culture past. He gave a soliloquy about why he’d changed himself, and then popped out her eyes and smashed her head open

I'm only guessing she was a technology-user because of the toothbrushes strapped to her head, but who knows? Not I.
