Powers: Turtle's slow metabolism made him exceptionally long-lived, but also very slow in speech and movement. He could steal kinetic energy from people and objects, causing them to freeze in time.

History

(Flash II #163) - Turtle, somehow returned to his youthful appearance, made long-term plans to time-travel to the 1880s when life was slower. He stole the yellow diamond of Nepal to support himself in the past and built a time treadmill that needed superspeed to be activated. He sent bombs to Flash and Flash's JLA friends, and then tipped off Flash, who disabled the explosives in seconds. He raced to the Turtle's lair in an abandoned silo. Flash disrupted the treadmill by speeding up as he approached the Turtle, and took back the diamond. The Turtle was hurled into the age of dinosaurs.

(Flash II #183) - Turtle attended one of the Network s sales of black-market merchandise

(Flash II #209, 213) - Turtle returned to the present, and was incarcerated I Iron Heights, babbling about his adventures in time travel. When Flash and Superman race past the Heights he stole some of their speed. He broke out of the Heights and use his power to absorb kinetic energy to bring Keystone City to a halt. Flash was the only one still able to move, and confronted the Turtle. Turtle told him he was glad to see everyone frozen in time, because now they knew what it was like to be him. After making disturbing and threatening overtures towards nearby children Flash attacked him. Flash maneuvered him below a truck suspended in mid-air that was slowly leaking its cargo of tar. The tar immobilized the Turtle, and Flash sent him back to the Heights.

(Flash II #217) - Turtle and the Rogues held a funeral for Captain Boomerang in Avernus.

(Flash II #219) - Turtle was living under a bridge eating fish when Mirror Master found him and brought him to the Rogues.

(Flash II #225) - After a massive battle between different Rogue factions Mirror Master used Turtle to suck the speed from Flash I and Kid Flash so they couldn't apprehend the Rogues. Captain Cold handed Turtle over to the Society as an act of good faith in someday working with them.
