History: Relnic gained a reputation as the U.P.'s foremost negotiator and troubleshooter, always receiving the most difficult tasks and always acquitting himself admirably. He negotiated peace with the Dominator homeworld, and has on occasion had conflicts with the Legion of Super-Heroes, who have come dangerously close to violating U.P. sanctions.

Due to the events of Zero Hour Relnic's existence was erased from DC continuity.
