Powers: Velvet could temporarily freeze time, but continued use of her power greatly drained her.

History: 

(Hawk & Dove III #22 (BTS), 23) - Velvet Tiger made a name for herself assassinating members of the Tommy Shoe and Jimmy Tieng crime families, and forcing the remaining gangsters to work for her. She observed a fight between hawk and Dove and Sudden Death, and saved the villain from defeat and imprisonment because he seemed like a valuable asset. She made him her bodyguard and he accompanied her in collecting dues from Jimmy Tieng and his gang in Chinatown. On the ride home she saw Hank Hall and Dawn Granger coming home from a night out, and envied both their happiness and their youth. She'd made it to the top like she always wanted, but it cost her her youth. Velvets younger brother Ward  planted a bomb in her car, but she escaped. Ward, now known as Hakker had assembled the Cyber-Punks to kill her because she was evil, but she was saved by Hawk and Dove. Tiger escaped, and told Hawk and Dove that they'd inevitably clash.
