Powers: Weather Wizard 's wand used eonic energy to manipulate weather patterns. He could alter the weather outdoors or indoors, and had complete control over the range of the weather patterns he created. Effects the wand could create included, but were not limited to, rain, snow, hail, wind, thunder and lightning.

History: (Flash I #110 (fb), Flash II #220 (fb, BTS)) - Small-time hood Mark Mardon escaped police custody, and fled to his brother Clyde's home. His brother was a scientist who had recently perfected plans for a wand that could control the weather. Mark saw great potential in the wand to help him commit crimes, so he murdered his brother and used his plans to build the wand. Mark felt incredibly guilty, and would later deny killing his brother, making up a cover story that his brother died of a heart attack. In time Mark even believed the lie himself. He took on the supervillain identity of Weather Wizard.

(Flash I #110) - Weather Wizard made his debut, using his weather-stick to rob a bank and show off his new powers, which finally le him express his bravado and his contempt for other people. Weather Wizard had a pet project to get back at the law enforcement officers who’d busted him when he was only small-time. He created a hailstorm to destroy a police station and attacked a sheriff’s office in a nearby state. As a lark Weather Wizard created a cloudburst in downtown Central City, endangering people. When Flash responded he shot a lightning bolt at him for trying to ruin his fun. Flash dodged the bolt, so Weather Wizard created thick fog so he could make his getaway. A U.S. office who was on Weather Wizard’s trail explained his history to Flash. Flash remembered that Mark Mardon was once arrested in Central City by police lieutenant Jim Harvey, and figured he’d be the villains next target. Flash found Weather Wizard had created a glacier to destroy Harvey’s house in the suburbs. Flash used his superspeed and an acetylene torch to melt the glacier, then whirled his arms at superspeed to create a mighty wind that harmlessly dispersed the water. Weather Wizard was furious at the Scarlet Speedster for interfering in his plans, but before he could respond Flash ran at him at superspeed, creating a wave-front that knocked him out.

(Flash II #215 (fb)) - The reincarnated Top went berserk and attacked Weather Wizard and other members of Flash’s Rogues Gallery. Flash subdued him, and Top once again passed away.

(Flash II #176 (fb) - Wizard was apprehended by Flash after an attempted heist. Wizard noticed some chemistry between Flash and his arresting officer Julie Jackam. After being released from prison Wizard met Julie in a bar and learned that Flash had dumped her after a brief fling. She cried on his shoulder, and they spent a night together.

(Flash II #139) - The Weather Wizard tried to reform because he never wanted to go back to Hell. He tried to revive the environment of a dead zone in Somalia, but his powers also caused havoc with worldwide weather patterns. Flash thought he was making a bid for world conquest and hit him in the face. Weather Wizard explained what he was doing and Flash helped him succeed.

(Flash II #140) - Weather Wizard and the Rogues attended Linda Park's funeral and paid their respects after she was apparently killed by the Black Flash. They later held Keystone hostage, threatening to open a canister of anthrax into the water supply, but were defeated by Flash Jay Garrick and Jesse Quick.

(Flash II #175, 176) - Wizard met Blacksmith, who gave him ideas for innovate new ways to use his wand, and told him he had a son by recently deceased KCPD officer Julie Jackam. He wrecked havoc in Keystone City and attacked Flash III before locating his son Josh. Josh was born a mutant with weather-controlling powers, and Wizard wanted to duplicate whatever it was in Josh’s body chemistry that gave him these abilities. He intended to kidnap and dissect Josh in his pursuit of greater power, but was stopped by Flash and Detective Morillo. Wizard was sent to Iron Heights.

(Flash: Iron Heights) - Weather Wizard was brought to Iron Heights and met warden Gregory Wolfe. Wolfe warned him that Iron Heights was about punishment, not rehabilitation, and then had him beat by a group of guards. When Murmur unleashed the frenzy virus on the population of Iron Heights it gave Blacksmith and the Rogues an opportunity to bust Weather Wizard out of Iron Heights.

(Flash Secret Files #3) - Weather Wizard and the Rogues sent Murmur to slaughter his enemies at radio stations KKEY and KKSS, using this as a cover to have Mirror Master set up mirror devices that would be activated by the radio stations. The mirrors would, when the time was right, set up a mirror around Keystone City that would cut it off from the outside world.

(JSA #30) - Nevada; Weather Wizard and the Rogues went to Roulette's House to attend one of her gladiatorial contests. They were among the crowd of villains that watched members of the JSA forced to fight each other. Roulette got irritated when Wizard and Mirror Master discussed rumors about the fate of her husband.

(JSA #33) - The Ultra-Humanite used Johnny Thunder’s Thunderbolt to conquer the world, and imprisoned Weather Wizard and virtually every other superhuman on Earth in stasis tubes. Wizard and the other captives were freed when the JSA defeated Ultra-Humanite.

(Flash II #183) - Weather Wizard and the Rogues supervised one of Blacksmith’s Network sales of black-market merchandise.

(Flash II #184-188) - Weather Wizard and the Rogues eliminated the last of Flash’s allies and demanded Flash have a showdown with them in Central City. Flash fought valiantly, but the Rogues soon had him on the run. He ran to Keystone, which had been taken over by the Thinker. Thinker and the Rogues both claimed Flash for themselves. Flash fled, and the Rogues pursued him. Mirror Master activated the reflection, a mirror that would keep the world unaware of their activities in Keystone. By the time the Rogues found Flash his mind had been taken over by the Thinker. Although the Rogues separated Flash from the Thinker, Keith Kenyon rescued Flash and brought him to safety before the Rogues could kill him. Flash defeated the Thinker and Kenyon tipped off the FBI about the Network. The Rogues attacked Kenyon and Flash, defeating them. Blacksmith knew she had to leave the city with her Network, but intended to cause as much destruction as she could before leaving, and summoned the Network to wreck havoc. Kenyon gathered his unions to battle the Network, buying Flash time to defeat the Rogues. Mirror Master, Trickster and Weather Wizard escaped. They met Captain Cold, who told them he would be their new Rogue leader.

(Flash II #195) - Wizard and the Rogues watched a news broadcast of Flash promising to take down every at-large Rogue, and they got a good laugh out of that.

(Superman / Batman #3) - Wizard and a number of other supervillains attempted to collect the billion dollar bounty President Luthor placed on Superman’s head but failed.

(Flash II #207) - Weather Wizard and the Rogues had a sit-down with Dr. Alchemy. Alchemy agreed to help the Rogues in future predicaments, mainly because Captain Cold killed the man who was masquerading as Alchemy’s old persona Mr. Element.

(Flash II #210) - The Top asked Cold and Weather Wizard for a spot on the Rogues. Cold thought Top had become far too unstable, so he turned him down.

(Flash II #212, 213) - Cold played a game of cards with Trickster II and Weather Wizard. Trickster saw Cold give Mirror Master a beating for doing cocaine, demanding that his Rogues stay sharp and focused at all times.

(Flash II #214) - Weather Wizard and the Rogues discussed brutal murder of Elongated Man’s wife while robbing a bank vault. Cold left the bank, not having the stomach for a crime at the moment, and told the Rogues to send flowers to the Elongated Man.

(Flash II #216) - Wizard and the Rogues learned of Captain Boomerang’s death and that he left behind a son, Owen Mercer. Cold told the Rogues they took care of their own, and planned to meet Owen.

(Flash II #217) - Wizard and the Rogues held a funeral for Captain Boomerang in Avernus. Afterwards Wizard and the Rogues went on a crime spree using Boomerang’s weapons as a tribute to their fallen comrade.

(Flash II #219, Flash II #1/2) - Weather Wizard found a note in the Rogue’s hq from the Top, who wrote that he was assembling his own Rogues to challenge Captain Cold. Trickster returned to Rogue hq to tell the Rogues he'd learned James Jesse an the F.B.I. had possession of Captain Boomerang’s body.

(Flash II #220-225) - Wizard and the Rogues broke into F.B.I. hq and slaughtered a number of guards, but didn’t find Captain Boomerang’s body there. When they returned to their own hq they were confronted by Trickster and his group of reformed Rogues. The two groups battled across Central City, and Flash showed up to battle the villains. Top interrupted the battle to undo the mental programming he’d used to turn some of the Rogues to the side of good. He turned Trickster and Heat Wave back to the side of evil, and Trickster led the Rogues to Captain Boomerang’s body. They threatened Ashley Zoloman, who was working on Boomerang’s body, which led to a brief fight between Zoom and the Rogues. The Rogues then went after Flash, but Zoom interfered again because he wanted a private fight with Flash and quickly left them unconscious. After burying Captain Boomerang in Avernus Cold the Rogues committed to hooking up with the Society. Weather Wizard had already worked with the Society and liked what he saw, and told his Rogue teammates their association would be beneficial.

(Villains United #2) - Weather Wizard joined “Lex Luthor’s” Society. Luthor wanted to destroy the Secret Six III, a group of dissident villains that refused to join the Society, so he sent Weather Wizard and a number of other Society members to confront the Six aboard the Petrovia, a Russia cargo freighter carrying Thanagarian weapons destined for the Society. The Society defeated the Secret Six and brought them back to Lex Luthor.

(Villains United #3) - Weather Wizard was among the Society members assigned to guard the Secret Six while the Crime Doctor tortured them for information about their leader Mockingbird. The Secret Six escaped and defeated Wizard and his compatriots, only leaving them alive so they could deliver a message to the leaders of the Society that their days were numbered.

(Villains United: Infinite Crisis Special #1) - The Society planned a worldwide prison break to free every incarcerated supervillain, and Weather Wizard was one of the Society agents sent to threaten a warden to open the cell doors of his prison on an appointed date. After the prison breaks Wizard and the escaped villains massed in Metropolis. They were confronted by an army of virtually every hero on Earth, and the heroes and villains engaged in an epic battle.
