PowersLike all members of his race Xviar did not show signs of aging. Xviar possessed an intergalactic spacecraft armed with a disintegrating laser and a communicator that could contact his homeworld. He used a handheld device that could make solid objects see-through and intangible and fire destructive bursts of energy.

History(Superman I #296 (fb)) - The alien Xviar, disguised in the human guise of "Mr. Xavier" arrived on Earth in his spaceship at the same time as the infant Kal-El, the last Kryptonian. Xaviar had been tasked by his race with keeping tabs on Kal-El, named Clark Kent by his adoptive parents. He watched Clark grow into early adulthood and become the costumed superhero Superboy. His first contact with his people after 16 years on Earth allowed him to formulate a plan on continuing the study. Probability studies showed that Superboy would move to Metropolis as a man, so Xavier moved there in anticipation of following him. He witnessed Superboy's debut as Superman, and his rise to becoming a legendary hero.

(Superman I #296-299) - Xavier maintained a low profile as Clark's neighbor in a Metropolis apartment, he found keeping to himself kept anyone from interfering in his mission. He used his people's technology to take away Superman's powers when he was no in costume, and Superman wondered if his body was trying to tell him that he could no longer live a double life, that he had to choose between being human or superhuman. Xavier received a radio contact after completing that phase of his mission, and his people finally revealed his ultimate purpose. They had been contracted to destroy the Earth, and intended to use Superman as their weapon. In order to channel Superman's power Xavier broke into Clark's apartment while he was away and stole space gems from his space-trophy collection. As predicted Superman wrestled with picking one identity over the other, and after living for a week as Clark he flew to the Fortress of Solitude and lived for a week as Superman. Xavier used the opportunity to enter his apartment again, rifling through more of his trophies and creating super-powered weapons from what he found. Clark had been slated to testify against the criminal organization Inter-Gang, who sent a hitman to his apartment. Xavier was annoyed at being interrupted, and disintegrated him. He disliked how loudly humans died, and decided he'd be glad once they were all extinct. Xavier contacted his people, and they prepared him for the final phase of the plan, letting him know that Earth had to be destroyed to prepare an interstellar teleportation route. Xviar used Superman's space gems to teleport sveral of the hero's most deadly enemies, Lex Luthor, Mr. Mxyztplk, Parasite, Toyman, Prankster, Terra-Man, Amalak, Kryptonite Man and Brainiac, to Clark Kent's apartment. Superman responded, and Xviar immediately divvied up his foes, and teleported them around the globe. He calculated that by the time Superman used up all his energy against them he'd transform into a superbomb that would destroy Earth. Unfortunately for him Superman examined his civilian garb, and realized that Xviar had created his identity conflict by treating his civvies with a chemical that nullified the empowering effects oif the yellow sun. Xviar disguised himself as Amalak, knowing that after Superman defeated him he'd take him to space-prison, saving him from the destruction of Earth. Superman circumnavigated Xviar's plan by defeating Kryptonite Man as Clark Kent, and visited Xviar in space=prison. He undid his disguise, and let him know that his people's plot had been foiled.
