The people of the empire of Qantor are ruled by a beauracracy with a ceremonial Emperor. The beauracracy is split in the following bodies; the Imperial Trade Consortium, the Ministry of Defense, the Ministry of Interiors.
The Emperor of Qantor has no real power. At one time in the distant past, Qantor was ruled entirely by the Imperial palace. However, the people of the Empire slowly overturned that, but instead of overthrowing their ruler, they left it in a cermeonial and respected position. The Emperor can inspire and turn hearts ot he people, but the true power no longer resides with him/her.
The Imperial Trade Consortium is the largest governmental structure in the Empire. It makes all decescions relating in any way to trade, whether it be price setting for a particular product, or creating new taxes. The Consortium also deals in the aspects of paying members of governmental jobs, as well as the creation of vital businesses for the government. They also are in control of appointing ministers for the other branches of the government. The Consortium is comprised of five hundred members. Any can supposedly become a member of the Consortium, as long as they are at least of the age of 30. However, most of the seats are bought, and maintained by the wealthy, who guard their own interests.
The Ministry of defense focuses only on the maintence of Qantors imperial army. It is ran by a council of ten appointed generals who make all decescions relating to upgrading or disbanding of military forces. They have the power to indenture citizens of the Empire if insufficent military needs are met. They also may commision work for creation of newer, better weapons and their implementaiton in the army. They also oversee the advancement of military officers, as well as their placement throughout Qantors military branches.
The Ministry of the Interior deals with the aspects of controlling the populace by holding them to the dictates set forth by the Consortium. It is comprised of 5 national marshalls who oversee the collection of taxes, the creation of new law enforcement facilities and the maintanence of existing ones. They also are in charge of conducting census for the Consortium, as well as working to Ensure internal peace by working with the Ministry of Defense.
