Liquor Store Incident

I was assigned to back another officer to an Unknown Trouble call at the County Line Liquor Store. Communications advised that they received a call from a female however they were unable to understand the problem do to her hysteria.

Upon arrival we made contact with a very upset female and had to calm her down so we could interview her about the problem. She stated that she and a friend had come from a nearby town to purchase some liquor and beer for a party they were having this weekend and due to her having a hurt knee she stayed in the car while her friend went in side to make the purchase. She said that her friend had been inside for a long time and becoming worried she went in looking for her and couldn't find her. She mentioned that she had talked to the store employees' and both said they hadn't seen her friend.

We went into the store and as the primary officer was interviewing the employees' I looked around the store. I was in the back room and had looked out the back door and as I turned back toward the front I observed several cardboard boxes stacked against the wall almost to the ceiling. At the top I noticed a gap between the wall and a walking cooler. When I checked the boxes I found them empty and moved them. Once the boxes were moved, I saw a female lying on the floor striped, bound and gagged. I informed the other officer then pulled her from the floor, undid her bindings and gag then covered her with my coat.

We notified the Detective Division about the incident and they sent two detectives to the scene. Upon their arrival, they interviewed the suspects and the female. I over heard the female saying that when she came into the store asking about a particular brand of beer the short clerk informed her that it was stored in the back. She said she followed him to the rear and once there he pushed her into the back room and forced her to disrobe. He then approached her and began licking in her and as her placed her on the floor she heard a buzzer. She said the buzzer distracted him and that's when he bound and gagged her then placed her behind the cooler then stacked the boxes in front of the space covering it.

Once the detectives completed their interview the advised the other officer and I that they were unable to take any action against the employee and started to leave. The other officer and I were unable to understand this so I stopped them and demanded to know why the employee wasn't going to be charged.

They referred to the statement the female had made and advise that all the employee had done was lick her. I still didn't understand and the detective said they were unable to take any action because the store had a lick-her license.
