This issue commemorates the General Postal Treaty Organisation, the Fifth World's postal union, which is administered by the ICIS. Each year, the Council chooses a theme for the year, and 1989 was proclaimed as the Year of the GPTO, so this elaborate stamp was issued by the ICIS. The stamps were printed by letterpress by the Occussi-Ambeno Government Printing Office (KDPN), Baleksetung, Occussi-Ambeno.
