This set marks the centenary of the death of Sir Rowland Hill, reformer of the postal system and the man responsible for the introduction of postage stamps. Various earlier stamps were overprinted in silver and blue, and with a new value surcharged in gold or silver, by Heraclio Fournier, Spain.
