This stamp honors the ICIS Year of the General Postal Treaty Organisation, proclaimed by the International Council of Independent States (ICIS). The design is by the Sultan, and the stamps were printed by the Imperial Occussi-Ambeno Government Printing Office (KDPN) using Mita DC-2585 and Adana 8-5 presses on buff paper. The stamp is perf 12.
