Quatair
is the largest of the seven regencies in Occussi-Ambeno, and has had
a colorful history. In
1971, it seceded and declared independence . This provoked a civil war,
then military occupation of the regency.
Background
to the Secession
The
Indonesian Communist Party (PKI) won the elections in Quatair Province
in 1970.
There
were severe differences of attitude between the Quatair regime of 1971
(when the Indonesian PKI ruled the Regency) and the Occussi-Ambeno Federal
Government. Under the PKI administration, the Rajah, Sir Razzi Skleeb,
had become a mere figurehead. The Quatair regime was skeptical of the
Sultan and his government, and over a dispute concerning refugees from
Indonesia, Quatair decided to secede and declare independence.
The People's Republic of Quatair was proclaimed
on 18th February 1971.
The
Civil War of 1971
The
newly independent Quatair declared war on the Sultanate on 4th March
1971. The war raged on for some months before Federal Militia took control
of Sulhyet, the Quatair capital, on 26th November 1971. The Province
was placed under military rule, and special overprints were done on
various PRQ and Occussi-Ambeno stamps.
