Start are new game and go to budget icon under the city information icon. On this screen hold R1 while pressing Cross, Circle, Triangle, Square then release R1. Then hold L1 while pressing Cross, Circle, Triangle, Square, then release L1. Then hold R2 while pressing Cross, Circle, Triangle, Square, then release R2. Then hold L2 while pressing Cross, Circle, Triangle, Square, then release L2. If you hear the crowd cheer then it has been entered correctly.
