Mr. Moore, Director of the Wyoming Office of Homeland Security, was appointed by Governor Freudenthal on March 20, 2003. Prior to his appointment, he was a Federal Bureau of Investigation (FBI) Special Agent since 1968. During his tenure with the FBI he was assigned to Tampa and Fort Myers, Florida; Portsmouth and Cincinnati, Ohio; and Washington D.C. Headquarters. His last 10 years was served as Senior Supervisory Special Agent responsible for the State of Wyoming. He retired from the FBI in 2000.

Mr. Moore was born in Lancaster, Pennsylvania and attended Elizabethtown College and the University of Delaware. Upon completion of his education he spent 5 years teaching in Delaware. Joe and Rose Marie Moore have three adult children and three grandchildren.
