Imperial City Garrison
This Garrison is for people who are Vice Admirals and Admirals. Governers also have offices in Imperial City, in addition to their own garrison. Naturally, the Grand Admiral is here as well. Insead of reporting to a Planetary Governor, in the Imperial City, you report directly to the Grand Admiral. By trading with someone in this garrison, you would get 6 credits.
