We are about 3 years into the program and from what I can tell, there are roughtly
200,000 licensees in the state. Considering the very stringent eligibility requirements,
that is a significant percentage and the number is growing. For those who would like to know,
eligibility requirements are: 1. resident of Texas for 6 months, 2. 21 yrs. old, 3. no felony convictions, ever,
4. no current charges of A or B misdemeanors, felony or disorderly conduct, 5.
not a fugitive, 6. no chemical dependency ( 2 DWI's or 2 drug offenses in 10 years
would also prove dependency), 7. be able to exercise sound judgement with respect
to proper use and storage of a handgun, 8. not convicted in last 5 yrs. of A or B
misdemeanor or disorderly conduct, 9. qualified under all federal and state law
to purchase a handgun, 10. not delinquent in making child support payment, 11.
not deliquent in making payment of taxes controlled by the state, 12. not be in
default of student loan under state education code, 13. not under protective order
or restraining order, 14. juvenille conviction of felony crime must be at least 10 years
prior to application ( one of the extremely rare times juvenille records can be
accessed ), 15. make no material misrepresentation or fail to disclose material
fact on application. Background checks are run on federal, state and local levels
to insure these requirements are met and true before the issuance of the license.

The state of Texas also requires the successful completion and certification
of a concealed handgun training program taught by a certified Texas Concealed
Handgun Instructor. A great deal of debate went into this aspect of the program.
Everything from 0 to 440 hours was discussed. Finally it was decided that the
course would be at least 10 but not more than 15 hours. The course is to include:
all use of force law and responsibility, contact and procedure with law enforcement,
non-violent dispute resolution, safe storage procedures, range safety, basic marksmanship,
suspensions and revocations, eligibility and procedure, responsibility of carry, places
where one can and can't carry, intermediate weapons, physical force, etc. There
is a written exam on these subjects. The course also includes proficiency testing.
This requires 50 rounds fired at 3, 7, and 15 yards. They are timed 1, 2, 3 and
5 shot exercises. The official (TX-PT) target is basically a remodeled B-27 .
There are 3 scoring areas of 3, 4 and 5 points. The 5 point area is the center
chest and head. Out of a possible 250, the student must score at least 175.
This must be performed at a DPS certified range, where DPS comes out and inspects
the range for a long list of criteria for CHL use. Texas Department of Public
Safety was given the responsibility of implementing the CHL program. They
have been very enthusiastic about the program. There are two types of Texas concealed
handgun licenses. If one qualifies with a revolver, that is a NSA (non semi automatic)
license. If one qualifies with a semi automatic, that is a SA (semi automatic)
license. NSA licensees can carry only a revolver, while SA licensees can carry
either type handgun. Qualification must be with at least a .32 caliber ( this
recently changed from at least .38 caliber ). Once one is licensed, he or she
can carry any caliber they wish and any number of handguns they wish. One can
be convicted of failing to conceal a handgun, by the way.

A Certified Instructor must succesfully complete a DPS training course. The course
is at the state capitol of Austin at DPS Academy. The course I went through was
about 54 hours over a 5 day period. As it is concluded that one who applies for
instructor already has handgun proficiency, little time is given to proficiency
training. Most of it is legal and instruction procedure with a comprehensive
training in non-violent dispute resolution (Verbal Judo, voluntary compliance).
An instructor must comply with all eligibility requirements as the licensee.
Instructors must qualify with both semi autos and revolvers with a minimum of
225 out of 250 required. CHL classes are discreetly monitored through DPS to insure
the integrity of the program. And yes, instructors have and will lose their licenses
if their classes are not up to par.

The Texas CHL classes here at MPSI run about 14 hours for the new license. The
cost is $80 which includes range fee and fingerprinting (both state and federal).
The renewal class runs about 6 hours and the cost is $45, again, including range
fee and fingerprinting.
MPSI operates it's own DPS certified range. It is used only for MPSI courses and
some law enforcement certification.
We have two new license classes here at MPSI. One is on Mon. and Tues. evenings
from 5 pm to 10 pm each evening. With that class, we go out the following Saturday
afternoon and do the range work. The other class is a weekend class. We go to class
from 8:30 am until 7:30 pm on Saturday and Sunday afternoon, we go out and do the
range work. All classes are limited to twelve students. Classes are scheduled
on an interest basis. As soon as I get interest of four or more, I will schedule
a class.
Renewal classes are generally conducted on Saturdays, starting at 8:30 am.
