Some arrangements of the same colour are unfavorable. A shirt/blouse that is one colour would look better with a different colour of pant/skirt/short.A different material can also facilite a big enough difference to appease the Fashion Police such as leather pants/skirt with a lambs wool sweater.
Same colour dress pants or skirt and blazer, or same colour sweatpants and athetic jacket are alright.
