Idiots Parking in Walkways

It's not even in a parking spot...  The sad part, when we came back about an hour and a half later, it was still there--  AND NO TICKET!  WHY WON'T ANYONE THINK OF THE CHILDREN?!

Yet another person ignoring the disabled person walkways...

I had to blob out her face, but she parked here when there were two parking spots just to the left--real honest to godness parking spots, not handicapped walkways!!  She stepped into the picture as I was taking it (she probably noticed me gawking at it)

Is it just me, or can you tell before you pull into a parking spot whether or not there's big blue lines across it?
