Project:  U.S. Marine Corps Legal Assistance Client Management System

Project Goal

            Development and implementation of a web-based legal assistance client management system for the U.S. Marine Corps.

 

Business Case

            Pursuant to Title 10 U.S.C., all Marines are entitled to free legal assistance from military lawyers.  However, the Marine Corps legal assistance community is relatively small in comparison to its client population.  Further, the ability of the Marine Corps legal community to responsibly serve their respective population is hampered by the fact that there are 21 independent legal assistance service centers spread throughout the world.  Additionally, the mission is further hindered by the deployment of Marines throughout the world and their high operation tempos. 

Accordingly, there is considerable demand for the creation of a centralized, web-based client management system to assist the Marine Corps legal community in providing legal assistance to the Marines under their charge.

At this time, there is no existent centralized legal assistance client management system for the Marine Corps.  On the contrary, there is an ineffective network of “home-grown” systems that are both incompatible and independent of one another.  This circumstance lends itself to an inefficient use of manpower and technology in managing legal assistance clients and their respective cases.  Further, each independent legal office performs client intake and case management in a unique fashion.  This reality results in considerable inconsistencies in service and data management.  Further, it is nearly impossible to mine specific data from all locations without considerable expensive and labor. 

The lack of a centralized data management system has results in a critical lack of oversight in regards to the legal cases handled by the individual legal facilities.  Further, there is no existing platform from which statistics can be mined, analyzed, and presented to Congress as required by Title 10 U.S.C.  Finally, there is no centralized procedure for the production, transmission and storage of legal documents. 

Of critical importance given the current state of world affairs, there is no means by which deployed units can provide critical legal assistance to the Marines under there charge.  There is a need to create, store, and transmit legal documents from the combat theater, back to the United States for authentication, storage, and transportation to the affected parties.

 

Project Results

            Development and Implementation of client intake system hardware and software for both legal offices stationed in the United States and those deployed abroad.

            Development and implementation of case management software and its corresponding web portal.
