Frame Relay overcomes many of the problems experienced with circuit switching because it is a packet switching technology. Circuit switching is not particularly good for data because it time division multiplexed (TDM), which means that each timeslot is allocated a division of time regardless of whether it is used. This is good for voice which requires non-variable delays in transmission. However, it can be uneconomical and costly because the user pays based upon time rather than usage and volume of traffic.
Frame Relay on the other hand is statistically multiplexed because it is safe enough to assume that not all ports are going to be transmitting at once. On a practical basis, this means a telco network can be oversubscribed to without any noticeable degradation of service.
