GENERAL DESCRIPTION:

The MLCP programme has operated in
Afghanistan since 1993. The overall aim of the programme is to contribute to improving the health of Afghan people, through control and prevention of malaria and leishmaniasis. Over the years, the programme has strengthened existing malaria and leishmaniasis control activities of both the public and private sectors (including NGOs and UN organizations) by providing technical support, improving skills of health workers in the delivery of effective and efficient malaria and leishmaniasis interventions, introducing novel technologies for control that have proved effective and sustainable in other parts of the world, and evaluating current and novel practices for their effectiveness in the context of Afghanistan.

PURPOSE OF POSITION:

The HPM is responsible for the overall management, supervision and control of all programme activities. This includes responsibility for all administrative and financial procedures, for the supervision of expatriate and local staff, and for the preparation of narrative reports, external as well as internal. In addition to carrying out general management tasks, the HPM will serve as the main link between the programme and the local health offices, in this respect ensuring that all official requirements are met as well as collaborative planning is carried out. The HPM is also expected to take part in HNI's eventual further development in
Afghanistan and Pakistan, by exploring new opportunities in these countries as well as in neighbouring countries and by networking with potential partners and donors involved in health system development.

CORE RESPONSIBILITIES AND TASKS:

·      Analyse the health situation in the country, develop country policies and strategies and explore options for project development and implementation regarding malaria and leishmaniasis prevention;

·      Identify and formulate project proposals, including budgets;

·      In collaboration with the Country Director, identify potential donors and submit proposals to donors;

·      With the support of the Country Director, select and recruit project staff;

·      Work with expat project staff to ensure that all HNI MLCP projects in Pakistan/Afghanistan are managed and implemented in accordance with their objectives and are in line with HNI's mission and policies;

·      Ensure that the monitoring and reporting of projects are in accordance with HNI's format and time frame and with donor requirements;

·      Represent HealthNet in deliberations with government institutions, potential partners, donors and local and international NGO's in the region;

·      Develop a strategic plan for the continuation of MLCP and prepare the basis for successful project implementation in the next funding cycle;

·      Address MLCP from a holistic HNI perspective and improve its interaction/cooperation with the other HNI programmes in the country and the region;

·      Devise and implement strategies to build the capacities of the local staff (especially senior staff) to assume managerial responsibilities.


PROFILE:

·      Extensive project management and administrative experience, preferably in the region;

·      Public Health degree or equivalent;

·      Proven experience in district public health development;

·      Experience with malaria and/or leishmaniasis control programmes

·      Proposal writing and reporting skills

·      Fluency in written and spoken English


TERMS AND CONDITIONS:

The initial contract will end on
June 30, 2004, with the option to extend based on continuation of donor funding.

Salary and terms of conditions: Salary scale 5: Minimal € 2.153 and maximum € 2.661.

Overall responsibility:

To provide technical oversight to, and co-ordination of, Mission East's public health and community development projects in
Afghanistan.

The context is likely to include cash for asset creation projects, with the aim of rehabilitation/ construction of community assets including roads, bridges, community buildings (e.g. schools), water and sanitation facilities and irrigation systems.

Key tasks and responsibilities

·      To assess community needs and priorities, and in a participatory manner, design and develop new infrastructure or water and sanitation project proposals that are technically sound, feasible, and appropriate for Afghanistan.

·      To ensure that the budgetary and programmatic aspects of current and future projects are compliant with Mission East and donor guidelines.

Desired profile:

The ideal candidate will have a solid background related to the management of international relief development projects. Degree should be in Civil Engineering (or similar). Advanced degree is preferred.

In addition to the theoretical skills, the ideal candidate will have a proven record of effective management, understanding of, and being able to practice situational leadership, - i.e. recognizing and using the appropriate style of leadership that each situation demands (directing, coaching, supporting, delegating).

Other combinations of strong project and personnel management skills, cultural sensitivity and professional expertise may, however, also be relevant.

Finally, the ideal candidate will be someone accountable and responsible, with an ability to build the capacity of others. This person will be able to relate and communicate well with colleagues, beneficiaries and local, national and international bodies.

Background:

In early 2002, the Government of Afghanistan has identified ten geographical areas of priority based on their severe war damages, large numbers of returning refugees and internally displaced people (IDPs), and/or earthquake damage. In February 2002, the Afghan Government invited UNDP to take the lead role in supporting the programme design and management. Therefore, UNDP along with other UN agencies and international organizations came together to assist the Ministry of Rural Rehabilitation and Development to plan, manage and coordinate local and regional recovery and development efforts in the selected areas. As a result, the National Area Based Development Programme (NABDP) materialized with three distinct components: 1) Immediate support for urgent recovery projects; 2) capacity building for national, provincial, and local authorities to enable them to plan, finance, and manage recovery and development interventions in an inclusive, participatory, transparent, and accountable manner; and 3) the formulation and management of medium- and long-term development projects at the "macro" level to stimulate local economies and generate sustainable employment. The programme has now been expanded throughout the country.

Duties and Responsibilities:

The Programme Manager will be based at the NABDP Management Unit at the Ministry of Rural Rehabilitation and Development, Kabul and directly reports to the UNDP Country Director, through the Senior Deputy Country Director (Programme), in close coordination with the Assistant Country Director (Livelihood and Security Unit) at UNDP. The Programme Manager will also report to the Minister of Rural Rehabilitation and Development as the executing agency for the program working in close collaboration with the MRRD Program Director.

The Programme Manager will be responsible for the overall coordination and management of the NABDP. He/she will coordinate and manage a team of national and international staff based in the programme management unit (PMU) and /or province MRRD offices.

Specific duties of the Programme Manager will include:

·      Coordinate and manage the overall delivery of the programme in an effective and efficient manner, working closely with government ministries and other partners;

·      Ensure that the programme management unit effectively and efficiently carries out its functions and responsibilities;

·      Formulate a common methodology/guidelines for the NABDP in the areas of recovery and capacity development, including, effective mainstreaming of these methodologies/guidelines into all relevant component projects in close collaboration with NABD staff, consultants and partners;

·      Develop guidelines and procedures for managing a multi-agency initiative such as the NABDP in an effective and result-oriented manner, ensuring that objectives and targets are met, correct inputs are provided, agreed procedures are followed and that outputs are produced in a timely fashion;

·      Monitor the delivery status and prepare written monthly work progress updates and quarterly reports on the progress of the overall programme in relation to the agreed work plan and strategy;

·      Lead and/or coordinate resource mobilization efforts within the programme, including, the development of a strategy in this area;

·      Liaise with other UN agencies and donors on behalf of the programme team;

·      Act as a spokesperson for the programme vis-ŕ-vis the media, the public, UN agencies and NGOs;

·      Facilitate, in close liaison with the UNAMA Area Coordinators a process of area-based programming in selected NABDP areas in Afghanistan;

·      Prepare a detailed implementation plan for instituting common administrative services within the NABDP;

·      Ensure that NABDP activities are closely coordinated with stakeholders and that high level of collaboration and cooperation is in place at the national, area and district level;

·      Prepare performance appraisal review (PAR) of NABDP staff and provide input as requested into the PAR of chief technical advisor, recruited by implementation partners;

·      Other tasks and responsibilities as requested by the UNDP Country Director and/or Senior Deputy Country Director (Programme) in consultation with the Minister MRRD.


Minimum Qualification and experience required:

The selected candidate should have:

·      An advanced degree 18 years of experience with (PHD) or 20 years with (M.A/MSC) of relevant international experience in the management and implementation of community-based area development programme.

·      Extensive experience in capacity building and management.

·      Proven planning, management and reporting skills in decentralized rural development.

·      Excellent communication skills, written and spoken.

·      Availability and willingness to undertake extensive field visits under relatively difficult conditions.

·      Experience in working with the UN and in collaborating with NGOs.

·      Familiarity with and working experience in Afghanistan or crisis countries is an asset.

Background:

The Senior Programmes Advisor will be located in the offices of the "Afghanistan"s New Beginning's Programme - (ANBP) an organization of the Islamic Transitional State of Afghanistan established to assist in implementing the disarmament, demobilisation and reintegration efforts of the government. Qualifications:

·      Advanced university degree in developmental economics, political science, social sciences or international relations.

·      10-15 years of experience of which 6 years is in a field related to management and policy development.

·      Good knowledge of the UN system and its procedures.

·      Proven capacity to coordinate and motivate a team formed of women and men of different cultures and nationalities.

Background:

ANBP/UNDP is working together with implementing Partners (IP), mostly NGOs, to reintegrate ex-combatants into Afghan society. The IPs will implement a large variety of activities for the ex-combatants on behalf of ANBP/UNDP, such as vocational training, job placement, and support for small business start-ups.

In order to duly pay the implementation partners, ANBP Monitoring and Evaluation Officers will be required to verify that all activities have been delivered by the IP according to the contract. In order to make that assessment, the M & E Officers will (a) have to follow a set of stringent and specific M & E procedures and (b) will need to be supported by M & E tools tailored to suit the requirements of ANBP/UNDP. The M & E Manager will be required to develop specific and clearly defined operating procedures to enable M & E Officers to carry out he verification task.

Within the delegated authority:

Based in the Kabul Office in Afghanistan, and under the direct supervision of the Deputy Programme Director in the Kabul Office, the incumbent will have the following duties and responsibilities:

·      Design of M & E procedures and tools to support the positions of M & E Officers. The M & E Officers need to be in a position to judge if the implementing partners have delivered the agreed services as per the signed contract according to the UNDP rules and regulations.

·      Definition of standardized reports and tables;

·      Filing and recording system (for future audits);

·      M & E procedures and tools should be explained in a brief M & E manual;

·      Implementation of defined M & E procedures and tools to support the positions of M & E Officers;

Qualifications:

·      Advanced university degree in economics, statistics, public affairs or international development studies;

·      At least ten (10) years of experience in monitoring and reporting at the macro level;

·      Experience of heading a unit dealing with development issues either in the public sector, or with a donor or implementing agency, at least some of which will be in a field setting; previous work experience in post-conflict situations an asset.

·      Experience in undertaking several evaluation studies and impact assessments;

DUTIES AND RESPONSIBILITIES:

Under the overall guidance and direct supervision of the UNODC representative for Afghanistan, the Expert Adviser will be responsible for the overall management, monitoring and supervision of project AFG/H09 to develop capacity building for demand reduction in Afghanistan through 6 regional Demand Reduction Action Teams (DRATs) located in Faizabad, Herat, Jalalabad, Kabul, Mazar-i-Sharif and Qandahar. One key responsibility would be the day-to-day management and supervision of the work of the National Project Coordinator and the two National Project Officers. The incumbent will:

·                  develop and review the project structure and activities to be implemented by 6 provincial Demand Reduction Action Teams;

·                  design work plans for the timely achievement of project objectives;

·                  monitor and control the Project budget, and revise if necessary;

·                  design and supervise a rapid assessment of drug abuse in Afghanistan, including data analysis and write-up of final assessment report;

·                  disseminate assessment reports and other relevant project documents to the Counter Narcotics Directorate, Ministry of Public Health and other relevant Government institutions through workshops and seminars;

·                  supervise the development of a START (Support; Training; Advice; Resources; Targeting) programme for Government counterparts, UN agencies and NGOs working in the provision of healthcare, education, community development and other social services;

·                  develop and distribute culturally appropriate textual and audio-visual drug prevention resource material to project partners;

·                  organize and implement training courses, workshops, seminars and study tours, and ensure timely selection of candidates and submission of reports from participants on study tours;

·                  develop, organize and facilitate a comprehensive, skills-based drug awareness and drug abuse prevention training programme, including regular outcome evaluation workshops and top-up training for 24 Government counterparts working in 6 DRATs at a provincial level;

·                  establish regular field-based monitoring, supervision and support processes and procedures with Ministry of Health at a provincial level;

·                  provide demand reduction advisory and advocacy services to the Counter-Narcotics Directorate of the National Security Council, Ministry of Public Health, Ministry of Education and other relevant Ministries;

·                  prepare project ideas or project proposals, in compliance with UNODC standard project format, for future activities in demand reduction for Afghanistan in light of lessons learned and achievements produced under the Project.

COMPETENCIES AND SKILLS:

Advanced university degree or equivalent in medicine, psychology, social science, public health or in another relevant discipline. Minimum 10 years professional work experience in the field of Drug Demand Reduction, including a minimum of 3 years in the international context of programme planning, development and monitoring. Direct experience in managing demand reduction programmes and planning, implementing and monitoring drug abuse prevention projects and training programmes in South or Central Asia, preferably for Afghan communities. Knowledge of current issues/debates in the field of demand reduction is considered a strong asset, as is strong working knowledge of qualitative and quantitative research methodologies. Should also be familiar with UN policies and procedures and have extensive experience in liaising and networking with Government departments, UN agencies and NGOs. Computer literacy and report-writing skills also required. A higher level degree (PhD or equivalent) may be substituted for two years of professional experience. Candidates with a first level degree should have twelve years of professional experience.

LANGUAGES

Fluency in written and spoken English required. Knowledge of languages of the country an asset.

Job Opportunity Description


Position
The Asia Foundation (TAF) seeks a consultant for a seven-month assignment in Afghanistan to advise on civic education programs in support of our elections programs. While the initial focus of the consultancy will be on preparation of the public for Presidential and National Assembly elections, the more general need is to implement a broader strategy for civic education, taking into account the multiple efforts already underway by a range of organizations working in Afghanistan. Experience in developing countries, planning, designing, and managing national civic education and election initiatives, including public outreach through information dissemination and leadership of program staff, are among the critical qualities required for the position.

Background
The Asia Foundation’s presence in Afghanistan dates back to 1954, when it began programming in Kabul until 1979. Following the Russian takeover of the country, the Foundation continued to work with Afghan refugees in Peshawar, Pakistan. In 2001 several senior TAF Representatives undertook short-term assignments in Afghanistan, including the recruitment and organization of international observers of the country-wide district selection of delegates to the Emergency Loya Jirga in 2002. These efforts paved the way for the re-opening of the Foundation’s office in Kabul later that Fall. TAF works closely with Afghan nationals to support legal/judicial reform and civic education initiatives. It provided a number of specialists to the Constitutional and Judicial Commissions which developed the constitution that was ratified by the historic Constitutional Loya Jirga in January 2004. The Foundation is now assisting in preparations for the Presidential and National Assembly elections.

Numerous public information and civic education efforts have been undertaken in the last two years by organizations working in Afghanistan on such topics as the Constitutional Loya Jirga, the Emergency Loya Jirga, the currency exchange program, human rights, and the upcoming elections. While many have reached target audiences with important messages about participation, rights, and political change in Afghanistan, they could be even more effective with greater coordination and shared information.

Tasks
The Advisor will be responsible for the following tasks:
• Coordinate with other organizations, including mapping and tracking public education programming among international and local actors to avoid duplication of tasks and to synchronize messages
• Prepare implementation plans in the following program areas:
o Public information
o Civic education
o Other areas as deemed appropriate
• Coordinate the Foundation’s planned public information/public education strategy, with other organizations, including international donors, NGOs, and Afghan government entities
• Develop, coach, train and generally build the capacity of the Foundation’s public information program staff, both national and international
• Develop and write proposals and concept papers as the Foundation seeks to expand its current level of funding for public information

Qualifications
• Experience in the above tasks in a managerial and/or leadership role, preferably in a post-conflict or developing country context
• Civic education/public outreach experience
• Elections experience both in developing and implementing elections programs
• Experience liaising with international donors, NGOs, and government agencies
• Ability to work in insecure and high pressure environments

Terms of Reference for the Hiring of a Consultant Engineer to Draft Bidding Documents for Rehabilitation of the Naghlu to North Substation Transmission Line


INTRODUCTION

The Ministry of Water and Power (MWP), under the Transitional Islamic State of Afghanistan, will engage the services of a Consulting Engineer to prepare Bidding Documents for the rehabilitation of double circuit 110 kV transmission lines running between Naghlu Hydropower Project and the North Substation. These Bidding Documents will comprise the necessary technical specifications and a bill of quantities (BOQ) which will be used by the MWP for the purposes of awarding a rehabilitation contract.

BACKGROUND

Naghlu Hydroelectric Power Plant was constructed under USSR Techno-Economic Assistance in 1967 on the Kabul River, about 50 miles east of Kabul. It has a capacity of 100MW, the largest single plant in Afghanistan. Double circuit 110kV transmission lines, designated as Line Nos. 141 and 142, convey power between Naghlu and the East Substation, a distance of approximately 54.4. kilometers. From East Substation, a single circuit 110 kV transmission line, designated as Line No. 143, connects to North Substation, a distance of approximately 27 kilometres. Although the lines are presently functioning, they have been repaired many times in the past, in addition to having been subject to partial replacement. MWP is interested in restringing these lines and replacing and/or repairing damaged transmission towers. No rehabilitation work is contemplated within any of the substations which are involved, except for restringing of transmission lines.

OBJECTIVE

The main task of the technical assistance will be to prepare the Bidding Document required to contract a firm which will implement the rehabilitation of the Naghlu to North Substation transmission lines and associated tower repair. In order to produce that document, the Consultant will visit the site and together with the staff of the MWP, will inspect the existing facilities, review the available information, and determine the work requirements to be performed to rehabilitate the transmission lines and damaged towers.

SCHEDULE AND DELIVERABLES

Overall Schedule: The Consultant will conduct a site visit and inspection for a period of 21 days (3 weeks) starting as soon as possible. The Consultant will then return to his/her home office to finalize the documentation and submit the Consultant’s final report.

Technical Designs and Related Bidding Documents:

(i) The Consultant shall prepare a detailed description of the status of the existing transmission lines, designated as Line No. 141, 142 and 143, consisting of drawings, technical information, estimated tower loadings, photos and videos.
(ii) Based on the findings of the site visit, the Consultant shall identify the critical aspects of the rehabilitation work program, and prepare a BOQ for inclusion in the Bidding Document.
(iii) A description of the work to be provided by the successful bidder or firm, along with all necessary technical drawings and specifications of the proposed work, materials, permanent plant, and auxiliary equipment in the BOQ, for inclusion in the Bidding Document.
(iv) Basic itemized cost estimates, to provide MWP with an estimate of the likely contract value.
(v) A list of spare parts and consumables for a five-year period of operation of the rehabilitated transmission line segments..

The Consultant shall be expected to be fully computer literate, and to use from the first day in Kabul, computers and equipment for the production of the technical descriptions, the BOQ and the description of the service to be provided by the contractor. The Consultant shall arrive in Afghanistan with his/her laptop computer, photographic equipment, and hand scanner (or equivalent) to enable the production in home office of any required designs based on paperwork or drawings which MWP chooses not to permit leaving from Kabul and/or Afghanistan.

QUALIFICATIONS OF THE CONSULTANT

The Consultant Engineer should have a minimum of fifteen (15) years of experience in the design, construction and maintenance of comparable 110 kV transmission lines, and associated towers and/or related supporting elements. The Consultant must have completed comparable work assignments in a similar setting. He must have a full command of spoken and written English, in which all reports and technical documents will be prepared.

INTRODUCTION

These Terms of Reference outline the scope of work to be undertaken by a consulting Engineer, who will be employed to assist the Afghanistan Ministry of Water and Power (MWP) in the preparation of a bidding document, including the technical specifications and a bill of quantities (BOQ). The document will be used in the exercise to award a contract for the rehabilitation of the 100 MW Naghlu Hydro Power Station (NHPS).

BACKGROUND

Naghlu hydroelectric plant was constructed under USSR Techno-Economic Assistance in 1967 with four Francis-type vertical turbines on the Kabul River, at the Naghlu site (about 50 miles east of Kabul). It has a capacity of 100MW, the largest single plant in Afghanistan. At present, the plant is producing about 70 MW, mainly due to low water levels. Due to deterioration, non-availability of spare parts, and lack of servicing, the plant may stop production at any time.

SCHEDULE AND DELIVERABLES

Overall Schedule: The consultant will conduct a site visit and inspection for a period of 10 days to 2 weeks starting as soon as possible. The consultant will then return to home office to finalize the documentation (see below) and submit the consultant’s final report, alongwith the draft, bidding document.

Technical designs and related bidding documents:

(i) The consultants will prepare a detailed description of the status of the electromechanical equipment of NHPS (drawings, technical specs, designs, photos and videos).
(ii) Based on the findings of the site visit, the consultant will identify the critical aspects of the work to be performed for the rehabilitation of mechanical electromechanical equipment (turbine, generator,) hydro mechanical equipment (valves) and the control, regulation, and protection equipment, and prepare a BOQ for inclusion in the bidding document.
(iii) The description of the works to be provided by the successful bidder, alongwith all necessary technical specifications of the proposed works and the plant, material and equipment in the BOQ, for inclusion in the bidding document.
(iv) Basic itemized cost estimates, to provide MWP with an estimate of the likely contract value.
(v) A list of spare parts and consumables for a three-year period of operation of NHPS.
(vi) A list of tools that will be procured for the future repair and maintenance of NHPS.

The Engineer will be expected to be fully computer literate, and to use from their first day in Kabul, computers and equipment for the production of the technical descriptions, the BOQ and the description of the service to be provided by the contractor. The consultant will arrive in Afghanistan with his/her laptop computer, photographic equipment, and hand scanner (or equivalent) to enable the production in home office of any required designs based on paperwork or drawings, which MWP choose not to have leave NHPS or Kabul.

QUALIFICATIONS OF THE ENGINEER

The Engineer should have a minimum of 15 years practical experience in operating and maintaining hydroelectric power stations. The Engineers must have completed similar work assignments in a similar setting. He must have a full command of spoken and written English, in which all reports and technical documents will be prepared. Given that the assignment is going to be in a Soviet manufactured Power plant and that some of the Afghan engineers speak Russian but not English, a command of the Russian language would be a plus.
