The reason for my above answer? Well... hydras (the really small, tiny, flailing tentacles kind) seem harmless enough now. However, I have heard from a... reliable* source that there are plans to alter hydras' dna and turn them into dangerous creatures. That's why muzzles are needed. Those mouth - ani would be lethal. Besides, didn't anyone see "When Organisms Go Ballistic 8?"
* Reliable meaning they're only using half a gallon of hallucinogens.
