The term refers to a human being's achievement, or actualization, of a maturity of their Mind, in which their awareness of themselves transcends the limitations of the self and is able to access the consciousness of the Self/Soul and beyond. This is an important part of maturity of the Mind and Human Evolution. It actually is an advanced state of being, because the individual local Mind has now accessed the Self/Soul portion of that local Mind and is thusly then able to futher access any and all dimensions of consciousness beyond the local Mind and is, indeed, able to access Infinite Consciousness (God).
